澳大利亚注册护士分为2种，Enrolled nurse(EN) 和registered nurse(RN)。 在当前的SOL清单上可以做独立技术移民拿到189签证的只有RN。 EN可能要通过州担保移民拿491或190签证。技术移民相关问题可以参考往期文章《技术移民中的相关疑难问题》
要得到澳大利亚护士注册主要要满足学历要求，语言要求。能满足学历要求通过注册的课程包括bachelor of nursing 和 master of nursing.
如果学bachelor of nursing 一般是3年。如果学double degree, 比如Flinders 的 bachelor of health science and bachelor of nursing 一般是4年。3年的课程价格在6万到11万之间。最便宜的大学包括
The University of New England (UNE) – Bachelor of Nursing 只要58000澳币3年，
Avondale College Limited – Bachelor of Nursing 51000澳币3年，
Holmesglen Institute – Bachelor of Nursing 53100 澳币 3年
Charles Darwin University (CDU) – Bachelor of Nursing 65130澳币 3年
Victoria University – Bachelor of Nursing 60240澳币3年
最贵的大学包括The University of Adelaide (Adelaide) – Bachelor of Nursing 要109000澳币3年。 其他大学一般都在70000-80000澳币左右 3年。
如果客户有中国护士注册，但是没有本科护士学历，从2021年2月入学开始基于新的ANMAC的规定就不可以豁免1年的学分了，也就是需要完整的读完3年的课程。 如果申请人在5年内完成的diploma 可以考虑提供课程教学大纲，豁免一部分学分，但是一般最多只能获得半年。如果申请人已经在NMBA注册成为enroll nurse 则不必提供教学大纲。
如果客户有国内的护士本科文凭可以申请graduate entry 比如一下课程

值得注意的是不是所有bachelor of nursing 都可以注册的，有的课程只是给已经注册的护士提高学历用的，不可以用来去AHPRA注册。

护士职业评估的程序会在2021年有重大变化
- 短期拿到注册的过桥课程将不复存在
- 将会引进一种MCQ 学术能力测试和OBA临床测试。OBA的考试中心在阿德雷德。
OBA 的全称是（Outcome-based assessment）适用于有相关学历的海外护士。
如果有海外学历的护士如果可以在满足以下5个要求就可以申请OBA来获得澳洲的护士注册$300 的申请费和$175的注册费。
这5个要求是1 没有犯罪记录，2 满足注册时英文要求，3 满足CPD 4 满足recent practice 的要求 5 满足职业保险的要求
OBA 包括3 个部分
1 网上的给海外护士的自测题目 （self-check）
self-check 的结果会有3个
- 如果结果是认为学历和澳洲学历等同（Qualification substantially equivalent to Australian qualification）那么申请人会被要求进入Orentation program 的Part1 , 完成了Orentation program Part 1 以后，就可以申请护士注册。（Stream A candidate）
- 如果结果是学历是相关的但是并不等同 （Qualification that is relevant but not substantially equivalent），这种情况的申请需要完成OBA， 然后才可以注册。(Stream B candidate) 中国客户一般会得到这个结果。
- 如果结果是没有相关学历。（do not hold a relevant qualification）那么客户被要求去读一个学历课程再回来申请。
2 如果通过了自测题目，有一个价值$640的“Orientation program”新护士培训课程
OP 有两个部分，都是Online 学习。
第一个部分是接介绍澳洲的医疗系统。这个如果是stream A 的申请人需要在注册前完成才可以注册。 如果是Stream B 的申请人，这部分的内容也可以可以帮助申请人通过OBA的考试。
第二个部分是在注册后6个月之内需要完成的，进一步介绍澳洲的医疗系统文化。
3 参加OBA的考试， OBA的考试也分为2部分。
第一部分 （stage 1） 是一系列的MCQ多选题价值$350 USD的认知测试（cognitive assessment）
第二部分（stage 2 ）是行为测试 （Behavioral assessment）需要在实际操作中考核申请人的知识和技能 （objective structured clinical examination）价值$4000 AUD 考试地点在Adelaide Health Simulation in Adelaide, South Australia.
对于ANMAC 要求的工作证明， ANMAC 将会开始做电话或者邮件核实。ANMAC只会认可在注册期间的工作经验。
目前来看护士移民还是比较稳妥的。最近移民局出了一个新的list 叫 Priority Migration Skilled Occupation list (PMSOL) 优先职业清单，此职业清单上一共有17个职业。这些职业如果持有雇主担保类的签证入境是不需要特别许可的。更加值得我们注意的是选出这17个职业的理由。“The Acting Minister stated in his joint media release with Senator Michaelia Cash that …“These occupations in the health care, construction and IT sectors will supercharge both our health and economic response to COVID-19.” 意思是这些职业可以在澳洲对抗疫情和恢复经济中起到关键作用。所以我们可以预见明年护士和计算机专业的移民名额可能会放宽，移民的机会会很多。如果你是护士或者计算机专业正在澳洲等待下一个签证，这对你来说是一个非常好的消息。

对于护士注册来说，ANMAC https://www.anmac.org.au/在做职业评估时会把超过3年的海外执业经验和超过1年的澳洲执业经验写在职业评估信上，一年的澳洲经验需要至少工作1040个小时，3年的海外工作经验至少需要工作3120个小时。
如果护士要换其他护士职业类别，必须要至少3个月的工作经验，不少于240个小时。
如果其他国家注册的护士 或者只是写作差0.5分的申请，可能还有一条变通途径，去NZ拿到注册后再曲线救国，来澳洲注册。
根据NZ 护士注册机构的要求，英文可以有如下方式豁免
Nursing Qualification
Your education that led to registration as a nurse was taught and examined in English in the United Kingdom, Singapore, Ireland, Canada, or the United States of America.
The Council may require you to provide evidence that you completed your nursing education in English, for example, a transcript from your education provider.
OR
Nursing Registration
You have current nursing registration in the United Kingdom, Ireland, Canada, or the United States of America that required you to pass an English language test.
To register in Aotearoa New Zealand, you must satisfy us that you are able to communicate effectively, and that your ability to communicate in and comprehend English is sufficient to protect the health and safety of the public.
The most common pathway to provide evidence of your English language competence is to pass a Nursing Council approved English language test. The Nursing Council approved English language tests are Occupational English Test (OET) and International English Language Testing System (IELTS) Academic.
For OET you must achieve a minimum score of 350 for reading, listening, and speaking; and a minimum score of 300 for writing.
For IELTS Academic you must achieve a minimum score of 7 for reading, listening, and speaking; and a minimum score of 6.5 for writing.
You can achieve the minimum score in the English language tests over more than one sitting; however, the required score must be met within 12 months of first sitting the test and met within three years of your CGFNS report being transmitted to Nursing Council.
Please note that the Nursing Council of New Zealand does not currently accept online computer-based tests. However, computer-based tests administered in an approved testing centre are accepted (this includes the OET on computer at venue with the speaking sub-test that is hosted online).
