中国医生如何移民澳洲

中国移民移民澳洲首先要解决的医生执照的注册问题。

中国医生一般有3个途径拿到澳洲的注册。分别是标准路径（standard pathway), 认可注册机构执照路径（Competent Authority Pathway ）和 特殊专家路径 （Specialist Pathway) 。

Overview of assessment pathways

1. Royal Australasian College of Surgeons (RACS): Focuses on the training and education of surgeons in various specialties, from general surgery to neurosurgery and orthopedics.
2. Royal Australian College of General Practitioners (RACGP): The primary professional body for GPs in Australia, promoting high standards of patient care and general practice education.
3. Royal Australian and New Zealand College of Psychiatrists (RANZCP): Represents the interests of psychiatrists and ensures the highest standards in psychiatric education, training, and practice.
4. Royal Australasian College of Physicians (RACP): Covers a broad range of medical specialties such as cardiology, gastroenterology, endocrinology, and many others.
5. Australian and New Zealand College of Anaesthetists (ANZCA): Responsible for the training, examination, and specialist accreditation of anaesthetists and pain medicine specialists.
6. Royal Australian and New Zealand College of Radiologists (RANZCR): Represents clinical radiologists and radiation oncologists, ensuring high standards in these specialties.
7. Royal Australian and New Zealand College of Obstetricians and Gynaecologists (RANZCOG): Provides training and continuing education for obstetricians and gynecologists.
8. Royal Australian College of Ophthalmologists (RANZCO): Focuses on the training and professional development of ophthalmologists.
9. Australasian College for Emergency Medicine (ACEM): Represents emergency medicine professionals and ensures high standards in the training and practice of emergency medicine.
10. Australasian College of Sport and Exercise Physicians (ACSEP): Provides training and representation for physicians specializing in sport and exercise medicine.

除非是有英美学历，在英美国家注册的医生，或者有澳洲进修的工作经验这种比较特殊的申请人，中国的医生一般来说都是采用标准路径来获取注册。

一般来说有3种拿到有限注册的途径
• AMC MCQ + Three years of recent practice as a GP + Offered a job in a general practice clinic in Australia + Passing
PESCI (Pre-employment structured clinical interview) = Limited Registration with MedBA/AHPRA
• AMC MCQ + Offered a hospital job=  Limited Registration MedBA/AHPRA
• AMC MCQ + AMC Clinical + Any Job Offer =Provisional Registration

如果是专科医生，有其他国家进修的经历可以考虑specialist 的路径。

比如皮肤病专家，每年有差不多10个人申请

第一步 向AMC去申请认证你本科学历递交注册MCQ考试

想参加MCQ考试，IELTS A类4个7是基本的要求,国内医生的执照和认可的相关国内学历是前提。澳洲认可的相关中国学历，可以去以下链接查询

第二步准备MCQ考试

MCQ考试的相关信息

MCQ 是一个3.5小时考试，考试内容包括150个多选题，除了有医疗相关知识和技术外,还考医疗文化相关。每个题有5个选项，只有一个正确答案，基本上1分钟就要答一道题，读完题就要作答了，基本是条件反射式作答。

第三步准备选择AMC 临床测试或者寻找澳洲雇主

完成了MCQ以后 申请人可以选择完成AMC Clinical Examination 临床测试 或者 workplace based assessment 工作评估。 工作评估这个途径一般是大医院工作才有的方便，所以一般的申请人都会进入临床测试AMC Clinical Examination 这条途径。第一次考试会得到优先安排。如果不过的话,第二次考试一般在一年后。如果再不过第三次考试5年后。所以这个考试一定要进行充分准备。

当客户完成了以上2个程序的考验就会获得AMC certificate 这个澳洲医生注册的关键文件。

一般客户在MCQ完成阶段就可以开始寻找澳洲的Job Offer ,也就是走我们标准路径图示中的右边这个路径。可以去job recruitment agency 报名找工作了。比如https://wave.com.au/

第四步申请澳洲工作签证

如果找到了工作以后，就可以申请APHRA的 有限制注册执照 （limited registration），持有有限制注册执照办理482工作签证， 入境当医生了。如何办理482工作签证可以参考我们相关文章。

医生比较特殊的地方在于

第一 不受8107或者8607签证条件限制，也就意味着，医生如果持有工作签证来澳洲可以自由的工作，不像大多数其他职业只能给提名的雇主做提名的工作。

第二 医生做雇主担保的工作签证前需要去https://visasforgps.com.au/申请一个health work certificate.

第三 医生不会碰到Genuine position 的问题，所以雇主担保签证的成功率是所有职业中最高的。

来到澳洲以后的移民计划

持有工作签证在澳洲工作的医生，是否移民澳洲，对于医生这个特殊群体来说需要考虑medicare注册这个问题。澳洲看病是公费医疗，病人看病的诊金是由政府medicare Australia支付的。medicare Australia  只给临时签证持有人发注册号,一般如果是你拿到了Pr，除非得到豁免或者拿到了specialist的资格，就需要在医院系统服务10年以后，才有资格申请medicare 的号码。也就是说你拿到Pr ,就只能选择在公立医院上班，或者去非常偏远的地方。得不到medicare 注册的，你的看诊费用就要客户自己全费，那么你的诊所比较难在市场立足。这个情况也叫做健康保险法案 Health Insurance Act  Section 19AA 和 Section 19AB 问题。我们在帮医生转PR前都会先征求医生的雇主对于这个问题的看法。如果不能得到豁免，可能雇主担保的工作签证转PR后就不能继续给雇主服务了。

成为PR后，根据职业是GP还是specialist 可以有medicare去执业的地区可以在以下网站查询

• Distribution Priority Area 是规定GP可以执业的地方
• District of Workforce Shortage是规定Specialist可以执业的地区

医生移民澳洲的签证选择

如果决定移民了，就要考虑办理什么签证，可以考虑的签证类别雇主3年后继续担保186签证移民，或者中途能取得澳洲完全注册申请190州担保签证或者189独立技术移民签证。可以参考我们如下文章。

医生移民如果难以拿到医生的注册，也通不过specialist的评估。那么就需要合法的打一些擦边球。

比如病理学家pathologist, 可以考虑通过medical laboratory technician 或者medical laboratory scientist 移民。这2个职业的职业评估都是AIMS，Medical laboratory technician 需要相关学历加2年工作经验，pathologist 的学历是相关的，工作经验也可以被认为相关。如果想拿到medical laboratory scientist 的职业评估可以再通过一个书面的考试，通过了就可以拿到相应做移民的职业评估。还是社区医院的院长可以考虑primary health organization manager 的职业，这个职业是vetassess 做职业评估，一年相关工作经验就可以拿到。通过变通的手段，先拿到PR，来到澳洲以后再慢慢通过注册。
